Welcome to
COOCH BEHAR PANCHANAN BARMA UNIVERSITY, has been named after the great social reformer Thakur Panchanan Barma. Panchanan Barma, also known as Thakur Panchanan and Roy Saheb, was a Rajbanshi leader and reformer from Cooch Behar. He established Kshatriya Sabha in order to inculcate Brahminical values and practices among the people from Rajbanshi community in this region in particular, and in Bengal in general. Thakur Panchanan Barma (1866 - 1935) was born at Khalisamari village in erstwhile Cooch Behar State. He graduated from Victoria College, Cooch Behar - which was then affiliated with the University of Calcutta - with an honours in Sanskrit in 1893. Later he passed MA and LLB in 1897 and 1898 respectively from the same university.
My 38 years of service at the North Bengal University and my stints at three Universities as Vice Chancellor/Interim Vice Chancellor has certainly given me strong insight into the academic and administrative requirements of a university of this region.
The primary objective of establishing CBPBU in 2012, is to cater to the demands of higher education needs of Cooch Behar district and its adjoining areas, which initially was served by the North Bengal University.
I envision not only a quantitative expansion of enrolments but also simultaneous qualitative upgradation of this Higher Educational Institution. I envision a University with transparency and accountability and equity in its actions. I visualise a University which shall transform into a centre of excellence with a national and international footprint.
With the introduction of NEP 2020, the concern about adequacies in infrastructural resources as well as resource personnel has been overwhelming. Thus, the primary role of the Vice Chancellor presently has to ensure availability of sufficient funding from various sources to fulfil the immediate needs of the University and its 17 affiliated colleges.
My agenda for value addition shall be in three parts, immediate, mid-term and long term.
The region experiences large scale dropouts of the girl child in particular. As a woman Vice Chancellor, I shall ensure a gender friendly environment within the institution as well as provide equal opportunities to all. The University will thus ensure the qualitative expansion of enrolments across gender, class and caste for inclusive education. This is the immediate agenda with a long term vision.
A lateral expansion with the introduction of non-traditional courses is likely to meet the educational demands of the next generation learners with greater employability. Courses like Microbiology, Biotechnology, Food Technology, AI, Machine learning as value added courses in the science stream, while courses like Mass Communication, Linguistics, courses in Local Languages, Developmental Studies, Cultural Studies and similar other disciplines shall be introduced to widen the domain and provide a competitive edge. Various management courses like Hospital Management, Hotel Management, MBA will be introduced to increase employability of the students. Establishing a strong Placement cell that interacts with the prospective employers is of prime importance. This is immediate to medium term agenda.
In sync with the NEP 2020, the PPP model shall be explored to ensure infrastructural expansion, employment focused courses and internships. This is both a short term and long term vision. My experience as an academician and administrator as well as my association with various Universities and Research Institutions in India and abroad shall be put to use in this context.
Needless to add, maintaining a close liaison with the Higher Education Department is one of the imperatives of any State aided University and ensure filling of the substantive posts at the earliest.
My exposure as a Chairperson of NAAC PTVs, and more importantly my hands-on experience as an IQAC member and as a Dean at North Bengal University, I will ensure a parametric shift at the University which is yet to get 12(b) from the UGC since NAAC accreditation is pending.
I express my heartfelt gratitude to Hon’ble Chancellor, the Selection Committee chaired by Justice U U Lalit and the Department of Higher Education for reposing their trust and confidence in me to take CBPBU to greater heights of learning, research, inclusiveness and employability with a global footprint. All the stakeholders need to share the vision and work with ownership and a sense of pride towards achievement of the unified goal and objective.
